一、双方就当下中国与非洲尤其是与马达加斯加合作的重大时代契机做了深入的分析、阐释与沟通，一致认为时下正是开展中非尤其是中马全面经济合作的重大发展时期，双方务必不失时机地乐观把握、积极努力并务实推动，建构中马经济合作的良好开端与全面发展的有利局面。

Both sides presented China and Africa major era opportunity , especially cooperation with Madagascar to do in-depth analysis, interpretation and communication, agreed that it was a major development period especially the comprehensive economic cooperation, the two sides must timely be optimistic, with positive efforts and practical push, to construct the good start of economic cooperation and all-round development of the favorable situation.

二、在中国疫情新政策的推动下，中国经济全面开放的政策将助力中国经济对外开放新局面的全面加速与形成。于此当下，中马经济的互补性彰显，尤其在大型资源项目的联动上有着宽阔的发展空间与合作机会。

Driven by China's new epidemic policy,China's policy of comprehensive economic opening-up will help accelerate and form the new situation of China's economic opening-up to the outside world. At present, the complementarity of China and Madagascar is evident, especially in the linkage of large-scale resource projects.

三、中马经济合作在以上战略机会的引领下，必须共同努力，建构有效务实的合作机制，以形成可以规模化引进中国资本与产业力量的运营合作体系，双方配合建构一套类似中国改革开放之初时逐渐建立的吸引外资的良好而有效的政府对外合作法律与商务环境。

China-Madagascar economic cooperation under the guidance of the above strategic opportunities, both sides must work together to construct effective pragmatic cooperation mechanism, to form operation cooperation system in large scale introduction of Chinese capital and industrial power , the two sides should cooperate to build a similar government foreign cooperation law and business environment in Madagascar to when at the beginning of China's reform and opening up gradually established to attract foreign investment of good and effective .

四、双方一致认为先选择锂辉石项目的合作，以点带面，在具体项目的合作中协助马达加斯加政府不断形成和优化一整套可以不断吸引中国与世界经济力量进入的先进发展合作路径和合作机制。特别是针对中国市场的特点，发挥民营经济与国有经济相融合、配合推进的投资与产业组合构架，规避单方推进效益低下的不足。

Both sides agreed to choose the cooperation of spodumene project first, and assist the Madagascar government to continuously form and optimize a set of advanced development cooperation paths and cooperation mechanisms that can continuously attract China and the world economic forces to enter in the cooperation of specific projects. Especially in view of the characteristics of the Chinese market, we should give full play to the investment and industrial portfolio framework of private economy and state-owned economy to avoid the shortage of low efficiency of unilateral promotion.

五、中方已经与相关中国大型碳酸锂加工产业公司，就锂辉石产业上下游合作形成了合作共识与合作意向，将形成年需求几千万吨锂辉石矿石的碳酸锂加工合作规模。

The Chinese side has formed cooperation consensus and cooperation intention on the upstream and downstream cooperation of lithium pymene industry, which will form a cooperation scale of lithium carbonate processing with an annual demand of tens of millions of tons of spodumene ore.

六、为了更好更快地推动相关合作意向的落地与成型，我们建议马达加斯加方就有关中方企业关心的合作问题提供配合与相助，主要包括：

In order to better and faster promote the implementation and formation of relevant cooperation intentions, we suggest that the Madagascar side provide cooperation and assistance on relevant cooperation issues of concern to Chinese enterprises, mainly including:

1、法律环境，包括外资优惠政策、金融、税收等政策，合作公司占股比例、投资额度以及投资方式（现金、设备、设施等）等的规定，有无产品外运限制或支持措施？如果有相关规定，最好提供政府相关文件。

The legal environment, including preferential policies for foreign investment, finance, tax and other policies, the proportion of shares of cooperative companies, investment quota and investment methods (cash, equipment, facilities, etc.), are there any restrictions or support measures? If there are relevant regulations, it is best to provide relevant government documents.

2、合资公司成立后如何获得矿山，持有的程序如何？从开始办理到拿到矿山证书（可经营开采）需要的时间。

How to obtain the mine after the establishment of the joint venture company, and what is the holding process? The time needed from the beginning to get the mine certificate (can operate mining).

3、为了便于中国投资与碳酸锂企业相关方面进一步了解并增强第一次赴马达加斯加投资合作的信心，请马方提供尽可能完备的相关资料，包括勘探报告、区域图、矿区图、基础设施状况（电、水、路等）介绍和现状照片等。  In order to facilitate the Chinese investment and lithium carbonate enterprises to further understand and enhance the confidence of the first investment cooperation in Madagascar, the Madagascar side is requested to provide as complete relevant information as possible, including exploration report, regional map, mining map, infrastructure status (electricity, water, road, etc.) and status photos, etc.  4、大型工矿企业的发展是一个体系化的发展大工程，其中道路桥梁港口等基础设施与电力等都必须统筹一体化考量。为此，投资电路等基础设施如发电所需的水、光、风和修路，是否能够提供河流、山脉与海港等的地貌地质等资料或说明，特别是采用中国先进大型新能源（含海洋风能与太阳能）技术与投资而产出的电能，政府将给予怎样的上网支持以及价格体系。  The development of large industrial and mining enterprises is a systematic development project, in which roads, Bridges, ports and other infrastructure and power must be integrated.
